Use these features to make it easier to find jobs with agencies and contractors you work with.
In this article:

You'll be able to select your agency, search for items, your work types, and other parts of a proposal to see what jobs are right for you.
- Click the year on the Lettings page to hide those lettings, and click the year again to show them.
- Click the letting date or use the arrow to see the proposal details.
- Each tab in the header of a letting or proposal shows a count of the proposal or items, files and resources, and other relevant information.
Search proposals
Once you select a letting, use the Search field for the proposals to find a specific proposal or project ID, or search for an item or part of the description. When you click in the field, you’ll see your last few searches and a list of popular searches. Click one of those entries to use it as your search term.
Click the column heading to sort the column numerically and alphabetically.
- If you're not already on the Proposal page, click the letting date for the proposal on the Lettings page.
- Click in the Search field below the Proposal header. You’ll see your last few searches and a list of popular searches.
- Enter what you're searching for, or click one of those entries to use it as your search term.
If you search for an item, the results display for each proposal and include a preview of the items.
Filter proposals
Use the filter to see proposals that match selected work types, counties, and items. You can select more than one option for each category.
- If you're not already on the Proposal page, click the letting date for the proposal on the Lettings page.
- Click Filters (above the Work type column) to open the proposal advanced filters.
- Enter your selections for the three categories and click Filter.
The Bid Express service displays the proposals that match the filter selections.
Applied filters are shown under the search bar of the proposal. Click the X for any entry you no longer want to see.
Remove all the filters by selecting Clear filters.
Follow or unfollow proposals
Click the Follow button on a proposal to add it to the Workspace tab to make it readily available. You can also click the flag for a proposal on the Lettings tab.
To stop following a proposal, click Following on the proposal or click the three dots on the Workspace tab and click Remove.
Letting and proposal attachments
The agency can post letting or proposal attachments. These can include notice to contractors, award announcements, DBE directories, or anything else the agency wants you to have.
The right sidebar of the letting or proposal shows the attachments added by the agency.
- Click the attachment to download it.
- Click Download all files to download the bid files and the attachments.
Plan holders and eligible bidders
If an agency chooses to make their plan holders list public, you can view the business name and contact information for eligible bidders and plan holders on a proposal.
For subcontractors looking to work with prime bidders, it can be a way of connecting with primes who are interested in the same type of work that you do.
Plan holders, Voluntary Plan holders, and eligible bidders
From a Letting page, click Plan holders to open the slide-out panel.
You will see a list of Plan holders and eligible bidders. Click the small downward arrow in each box to view detailed information about the business. This data can be exported by clicking the Export button at the top right of the panel.
To filter by eligible bidders only, toggle the Eligible switch at the top of the panel.
Note | Starter Accounts
- Starter accounts are not eligible to view detailed information about Plan holders or to export data.
- Starter accounts can opt in to become a Voluntary Plan holder, but their Bidder ID will show as an unknown vendor.

Add Voluntary
At the bottom of the slide-out panel, you will see the list of Voluntary Plan holders.
If the agency has enabled the Voluntary Plan holders feature, you can click Add Voluntary to select the proposal or proposals within a letting you want to be added to, then click Continue.
Review your current information and select your classification on the next screen, and click Save.
Note: If you access the slide-out panel from within a Proposal, you can only opt in to be added to that specific Proposal. If you access the panel from the Letting page, you can opt in to be added to all Proposals within that Letting.
Request eligibility
In the slide-out panel, you will see eligible bidders marked with Eligible in green.
If the agency has enabled the request eligibility feature, you can click Request eligibility to select the proposal or proposals within a letting you want to request eligibility for, then click Continue.
Review your current information on the next screen, and click Save.
You must use a Bidder ID that is currently eligible for this feature. If you use an unknown Bidder ID you will get an error message.
Note: If you access the slide-out panel from within a Proposal, you can only request eligibility for that specific Proposal. If you access the panel from the Letting page, you can request eligibility for all Proposals within that Letting.
